The IT Department head is right. He saved the PR department a lot of grief down the road. PR Newswire's MediaRoom is an outdated approach. Furthermore, such outsourced sites are bad for the company since the media site is hosted on a PR Newswire-owned domain. This means that if the PR department ever wanted to switch vendors or bring their mediaroom inhouse, they'd lose their RSS subscribers. All links to their old PR Newswire mediaroom pages would break. In addition, Mediaroom would have involved additional cost to the company when it had already paid for a content management system fully capable of giving the PR department a first class, custom designed media area with all and more features than mediaroom. In this case, very clearly the IT department prevented the PR department from making the wrong decision based on bad advice. I am amazed that the writer doesn't realize this.
